Penny Marie Eblin Cochran, 68, of Racine, Ohio, passed away peacefully on January 23, 2026, following a courageous battle with cancer. She was born on August 31, 1957, in Mason, West Virginia, to the late Harry Lawrence Eblin and Barbara Leah Linkenhoker Eblin.
Penny grew up in and around Pomeroy and remained deeply connected to the community throughout her life. She was a 1975 graduate of Meigs High School. While she held various jobs over the years, her greatest devotion was to her family, choosing to stay home and lovingly raise her three sons.
She had a lifelong love of music and enjoyed playing the guitar. Penny also had a remarkable gift for growing plants—able to nurture just about anything to life. An avid motorcycle enthusiast, she loved riding her Harley-Davidson and was a former member of the Meigs County Bikers. She also participated in several motorcycle organizations, including the American Motorcycle Association, Christian Motorcycle Association, and American Bikers Aimed Toward Education.
Penny is survived by her three sons, Jerrod Clark, Joshua (Kayla) Clark, and Jacob (Chasity) Smart; three grandchildren, Rylan and Levi Smart and Evelyn Clark; her sister, Cathy “Darlene” Weaver; a niece, Tabitha (Jeff) Horner; two nephews, Bryan (Stacey) Weaver and Kyle Weaver; along with several great-nieces, great-nephews, cousins, and many special friends.
In addition to her parents, she was preceded in death by her sister, Patty Eblin, and her former husband and special friend, David Smart.
Penny will be remembered for her unwavering dedication to her family, her kind spirit, and the countless memories she shared with all who knew and loved her.
Services will be held on Friday from 10:00 a.m. to 12:00 p.m. at the Anderson McDaniel Funeral Home in Pomeroy. Burial will follow at Beech Grove Cemetery in Pomeroy, Ohio.
